In Simple Words: The EWS (Economically Weaker Section) Certificate is a 10% reservation benefit introduced in 2019 for General/Open category citizens who do not already have SC, ST, or OBC reservations but are economically weaker. To qualify, three conditions must all be true simultaneously: you are General category, your family income is below ₹8 lakh per year, and your family’s property is within strict limits (no more than 5 acres of farmland, no house larger than 1,000 sq ft). Failing even one condition makes you ineligible regardless of income. The certificate must be renewed every year — a certificate issued before April 1 of the current financial year is not valid for that year’s admissions. OBC, SC, and ST category people cannot apply for EWS — they have separate reservations.
EWS stands for Economically Weaker Section. The 103rd Constitutional Amendment in 2019 introduced 10% reservation in government jobs and education for General category citizens who are economically weaker. In Maharashtra, the EWS Certificate is issued by the Tehsildar through the Aaple Sarkar portal.
Three Eligibility Conditions — All Must Be Met
Condition 1 — General (Open) Category Only
You must belong to the General/Open category. This means you are not a member of SC, ST, OBC, NT, VJNT, or SBC. Those categories already have separate reservations and are not eligible for EWS.
Condition 2 — Annual Family Income Below ₹8 Lakh
The combined annual income of all family members from all sources must be less than ₹8 lakh. Sources counted: salary, agricultural income, business profit, rent, pension, and all other earnings.
Condition 3 — Property Within All Four Limits

All four property conditions must be met. A family can fail the property test even if their income is within limits — for example, earning ₹4 lakh/year but owning 6 acres of farmland does not qualify.
⚠️ Most common mistake: Assuming income below ₹8 lakh is enough. Many families meet the income condition but own land or property above the limits. Check all four property conditions carefully before applying.

How to Apply — Step by Step
- Go to aaplesarkar.mahaonline.gov.in
- Login with your Aadhaar-linked mobile number
- Go to Revenue Department → EWS Certificate
- Fill in personal details — name and address must match your Aadhaar exactly
- Enter income and property details (be accurate — false declarations are an offence)
- Upload all supporting documents
- Pay the fee (₹20–50)
- Note your application reference number
- Certificate is issued by the Tehsildar within 7–15 working days

Where EWS Reservation Applies
The 10% EWS quota is available across:
State-level (Maharashtra):
- Engineering college admissions (MHT-CET state quota)
- Medical college admissions (NEET state quota — MBBS, BDS, BAMS, BHMS)
- Government jobs under Maharashtra state government
- State PSC (MPSC) examinations
Central level (All-India):
- IIT admissions (JEE Advanced)
- NIT, IIIT, GFTI admissions (JEE Main)
- Central medical college admissions (NEET — All India Quota)
- Central government job recruitments (UPSC, SSC, etc.)
Note: OBC students get 27% separate reservation and cannot claim EWS — the two reservations do not overlap.
Annual Renewal — Important Detail
EWS Certificates are valid for one financial year only (April 1 to March 31). A certificate issued in the previous financial year is not valid for the current year’s admissions.
For college admissions opening in June–July, apply for a fresh EWS Certificate after April 1 of that year. Certificates issued before April 1 will not be accepted.
How to Use It for College Admission
When applying for college admission under the EWS quota (10% reserved seats):
- Select EWS as your category during the admission process
- Upload your EWS Certificate — must be issued after April 1 of the current financial year
- The admitting authority verifies it with the issuing Tehsildar’s records
- Your Income Certificate may also be requested as a supporting document
