In Simple Words: The Non-Creamy Layer (NCL) Certificate is the document that proves you are an OBC, NT, VJNT, or SBC person whose family earns less than ₹8 lakh per year — and therefore you qualify for OBC reservation benefits. Many students have their OBC caste certificate but do not know that an NCL certificate is also compulsory for actually claiming OBC quota in college admissions, government jobs, and scholarships. Without the NCL certificate, your OBC caste certificate alone is not enough. It must be renewed every year because the income check is annual.
What Is the NCL Certificate?
The Non-Creamy Layer Certificate (also called NCL Certificate or OBC Non-Creamy Layer Certificate) is an official document issued by the Tehsildar (Revenue Department) that certifies two things simultaneously:
- You belong to the OBC, NT, VJNT, or SBC category
- Your family’s total income from all sources is below ₹8 lakh per year
The government’s logic: OBC reservation was designed to help economically backward Other Backward Classes. Families that have already reached a certain income level (“creamy layer”) are assumed to no longer need this support. The NCL certificate proves you are in the “non-creamy layer” — i.e., your family has NOT crossed that income threshold.
Why Is It Called “Non-Creamy Layer” Certificate?
The Supreme Court of India, in the Indra Sawhney case (1992), ruled that among OBC communities, people who have risen to an economically advanced level (called the “creamy layer”) should not avail reservation benefits — those benefits should go to the actually backward among OBC communities. So the government created an income ceiling test. If you fall below this ceiling, you are “non-creamy layer” and eligible for OBC reservation.
Who Needs an NCL Certificate?
You need an NCL certificate if you are OBC, NT, VJNT, or SBC and applying for:
- College admission under OBC/NT/VJNT/SBC reservation quota in Maharashtra
- Government job applications under OBC reserved posts
- Scholarships — state and central government scholarships for OBC students
- Hostel accommodation under reserved category seats
- Fee concession / waiver under OBC welfare schemes
- Post-matric scholarship (Bhaurao Patil Scholarship, etc.)
- Any government scheme specifically for non-creamy layer OBC families
Income Limit: Who Qualifies?
Income limit: ₹8 lakh per year from all sources combined (same figure as EWS — but different category)
What counts as income:
- Salary of all earning members of the family
- Business / self-employment income
- Rental income from property
- Pension and family pension
- Any other regular income
Agricultural income — verify locally: The treatment of agricultural income varies. Under central government NCL norms, agricultural income is typically excluded from the ₹8 lakh ceiling. Maharashtra state NCL norms may differ. Before applying, confirm with your local Tehsildar or the Aaple Sarkar portal whether agricultural income is included or excluded in your district.
What is generally excluded:
- Interest from savings bank accounts (small amounts)
- One-time receipts (insurance maturity, provident fund on retirement)
Family means: Generally, the nuclear family — applicant, parents, and siblings living together. Married son/daughter are counted separately.
Creamy Layer vs Non-Creamy Layer: Who Is Excluded?
Certain categories are automatically “creamy layer” regardless of income:
| Category | Status |
|---|---|
| Constitutional post holders (President, Governor, etc.) | Creamy Layer |
| IAS / IPS / IFS and their family | Creamy Layer |
| Group A / Class I government officers (and family) | Creamy Layer |
| Group B / Class II government officers (and family) | Creamy Layer |
| Military officers above the rank of Colonel | Creamy Layer |
| Family income above ₹8 lakh/year | Creamy Layer |
| Group C / Group D government employees | Income-based check applies |
| Farmers and self-employed persons with income below ₹8L | Eligible (Non-Creamy Layer) |
Difference from EWS Certificate
| Feature | NCL Certificate | EWS Certificate |
|---|---|---|
| Category | OBC, NT, VJNT, SBC | General category (Open/Unreserved) |
| Income limit | ₹8 lakh/year | ₹8 lakh/year |
| Reservation pool | OBC/NT/VJNT/SBC quota | 10% EWS quota |
| Issuing authority | Tehsildar | Tehsildar |
| Validity | 1 year | 1 year |
Both have the same income limit but serve completely different reservation pools. A General category person with income below ₹8L applies for EWS — not NCL.

- Central NCL (for UPSC, SSC, IITs, NITs): A separate certificate is required — central government extended validity to 3 years in 2016 for central purposes
- Renewal: Same process as fresh application — apply with updated income certificate for current year
- Tip: Ensure your NCL certificate will be valid on the date of your admission or job application. If in doubt, get a fresh one — the process takes 7–15 days.
Common Rejection Reasons
| Reason | How to Avoid |
|---|---|
| Income Certificate not for current year | Always submit a freshly issued income certificate |
| NCL certificate expired | Renew before submission deadline |
| Caste certificate not in OBC/NT/VJNT/SBC category list | Verify your caste is in the state’s OBC list |

| Documents incomplete / not legible | Upload clear, colour scans |
| Father’s designation not clear (for government employees) | Submit pay slip or service book extract showing Group/Class |
