In Simple Words: The Non-Creamy Layer (NCL) Certificate is the document that proves you are an OBC, NT, VJNT, or SBC person whose family earns less than ₹8 lakh per year — and therefore you qualify for OBC reservation benefits. Many students have their OBC caste certificate but do not know that an NCL certificate is also compulsory for actually claiming OBC quota in college admissions, government jobs, and scholarships. Without the NCL certificate, your OBC caste certificate alone is not enough. It must be renewed every year because the income check is annual.

⚠️ Most Common Mistake: Students apply for OBC quota college seats or scholarships using only their OBC Caste Certificate, not realising that an NCL Certificate is also required. The application gets rejected at verification stage. Always obtain BOTH documents before applying for any OBC reservation benefit — and make sure your NCL certificate is current (not expired).

What Is the NCL Certificate?

The Non-Creamy Layer Certificate (also called NCL Certificate or OBC Non-Creamy Layer Certificate) is an official document issued by the Tehsildar (Revenue Department) that certifies two things simultaneously:

  1. You belong to the OBC, NT, VJNT, or SBC category
  2. Your family’s total income from all sources is below ₹8 lakh per year

The government’s logic: OBC reservation was designed to help economically backward Other Backward Classes. Families that have already reached a certain income level (“creamy layer”) are assumed to no longer need this support. The NCL certificate proves you are in the “non-creamy layer” — i.e., your family has NOT crossed that income threshold.

Why Is It Called “Non-Creamy Layer” Certificate?

The Supreme Court of India, in the Indra Sawhney case (1992), ruled that among OBC communities, people who have risen to an economically advanced level (called the “creamy layer”) should not avail reservation benefits — those benefits should go to the actually backward among OBC communities. So the government created an income ceiling test. If you fall below this ceiling, you are “non-creamy layer” and eligible for OBC reservation.


Who Needs an NCL Certificate?

You need an NCL certificate if you are OBC, NT, VJNT, or SBC and applying for:

Income limit: ₹8 lakh per year from all sources combined (same figure as EWS — but different category)

What counts as income:

Agricultural income — verify locally: The treatment of agricultural income varies. Under central government NCL norms, agricultural income is typically excluded from the ₹8 lakh ceiling. Maharashtra state NCL norms may differ. Before applying, confirm with your local Tehsildar or the Aaple Sarkar portal whether agricultural income is included or excluded in your district.

What is generally excluded:

Family means: Generally, the nuclear family — applicant, parents, and siblings living together. Married son/daughter are counted separately.

How to Apply: Step by Step

Online Application (Aaple Sarkar Portal)

Step 1 — Go to aaplesarkar.mahaonline.gov.in

Step 2 — Click “New User Registration” if you don’t have an account. Register with your Aadhaar-linked mobile number.

Step 3 — Log in and go to: Revenue Department → Non-Creamy Layer Certificate

Step 4 — Fill in the application form:

Step 5 — Upload scanned copies of all required documents.

Step 6 — Submit and note the Application / Acknowledgement Number.

Step 7 — Track status on the portal using your application number.

Offline Application (Tehsildar Office)

Visit your local Tehsildar (Tehsil) office with all documents and their photocopies. Fill the application form at the counter. Submit and get an acknowledgement receipt. Collect the certificate after 7–15 working days or when SMS notification is received.

Common Questions

If my father is a government employee, am I in the creamy layer?
It depends on your father's post and pay grade. If your father is (or was) a Group A or Group B gazetted officer (Class I or Class II), your family is considered creamy layer and you are not eligible for OBC reservation benefits, regardless of income. If your father is a Group C or Group D employee, you are not automatically creamy layer — your eligibility depends on the family income (must be below ₹8 lakh/year). Retired government employees: if they were Group A/B at the time of retirement, creamy layer status applies.
My family income varies year to year — which year's income is checked for NCL certificate?
The income considered is from the financial year immediately preceding the date of application. For example, if you apply in August 2026, the relevant year is April 2025 – March 2026. All sources of income are counted — salary, agriculture, business, rental income, and any other source. The Income Certificate you submit should be for this financial year.
Is the NCL certificate the same as the OBC caste certificate?
No — these are two completely different documents. The OBC Caste Certificate (Jati Praman Patra) proves you belong to the OBC, NT, VJNT, or SBC category. It is issued once and has no expiry. The NCL Certificate proves that you are OBC/NT/VJNT/SBC AND that your family's income is below ₹8 lakh/year. It is valid for only 1 year and must be renewed annually. For claiming OBC reservation benefits (college admission, government jobs, scholarships), you need BOTH documents.
Can I use the Maharashtra NCL certificate for central government OBC quota?
No. The Maharashtra state NCL certificate is for Maharashtra state OBC reservation quota only. For central government jobs (UPSC, SSC, Railways, etc.) and central institutions (IITs, NITs, central universities), you need a central OBC certificate issued per central government norms — which uses a different format and is issued by a different authority. The income limit and category lists also differ between state and central.
I have an OBC certificate but not an NCL certificate — can I still apply under OBC quota?
No. For reservation benefits in college admissions, government jobs, and scholarships, you need both the OBC Caste Certificate AND a valid NCL Certificate. Having only the OBC certificate qualifies you for the caste category, but without the NCL certificate, you cannot claim the actual reservation quota benefits. This is a very common reason for application rejection.
What is the income limit for NCL certificate and what counts as income?
The income limit is ₹8 lakh per year from all sources combined. This includes: salary of all earning family members, agricultural income, business income, rental income, pension, and any other regular income. Interest from bank deposits and one-time receipts like insurance claims are generally excluded. Income from all earning family members (not just the applicant or father) is counted.
How do I renew my NCL certificate after it expires?
The renewal process is the same as the initial application — there is no special renewal shortcut. Apply fresh on the Aaple Sarkar portal or at the Tehsildar office with updated documents for the current financial year. Start the renewal process at least 30 days before your current certificate expires, as processing takes 7–15 working days.
