EWS Certificate West Bengal – How to Apply Online (Eligibility, Income Limit, Process)

What is an EWS Certificate in West Bengal?

An EWS (Economically Weaker Section) Certificate certifies that you belong to the General category or OBC and that your family’s income and assets fall below specified thresholds. It entitles you to 10% reservation in government jobs and educational institutions under the EWS quota.

It is required for:

• Government job applications — central and state posts with 10% EWS reservation
• Educational admissions — colleges and universities with EWS quota seats
• Scholarship schemes — EWS-specific financial assistance programmes
• Government housing and welfare schemes — reserved for economically weaker sections

Portal: EWS certificates in West Bengal are applied for at castcertificatewb.gov.in — the same portal used for SC/ST/OBC caste certificates, administered by the WB Backward Classes Welfare Department.

You must meet all five of the following conditions:

If your family exceeds any one of these limits, you are not eligible for an EWS certificate.

Documents Required

You will need one of the following identity documents:

• Aadhaar number, OR
• Khadya Sathi category and number (WB ration card)

No documents need to be uploaded during the online application. You download autogenerated forms after submission and submit physical copies with supporting documents at the office.

How to Apply Online — castcertificatewb.gov.in

The EWS application has 4 pages. Complete each page carefully.

Page I — Basic Information

1. Jurisdiction — Select your District, Sub-Division, Municipality or Block, and GP/Ward
2. Personal details:
   • Full name
   • Father’s name
   • Mobile number (numeric only)
   • Email address
3. Category — Select General or OBC (with caste/community selection for OBC)
4. Identity proof — Enter your Aadhaar number OR Khadya Sathi category and number
5. Date and place of birth

Page II — Address Details

1. Present address (must cover your residence for the last 6 months minimum):
   • C/O name, Ward/GP, Village
   • Post Office, Pin Code, Police Station
2. Permanent address — can be the same as present address
3. Two local referees — names and full addresses of two local residents who can confirm your residence

Page III — Personal Details

1. Nationality — auto-populated as Indian
2. Religion — select from dropdown
3. Gender
4. Migration history — declare if you have migrated from another state or district

Page IV — Income and Assets Verification

This is the most important page for EWS. All income and asset details must be declared accurately.

1. Photograph upload

• Format: .jpg only
• Maximum size: 100 KB (stricter than other WB certificates — resize before uploading)

2. Income Tax Return

• Declare whether you or your family members filed an IT return for the previous fiscal year (Yes/No)
• If Yes, provide your PAN number

3. Previous Fiscal Year Income — declare for each family member (self, father, mother, spouse, siblings, children):

• Salary income
• Business income
• Agricultural income
• Professional income
• Income from other sources

Submission and Downloads

After completing all 4 pages:

1. Submit the application
2. Download all three autogenerated documents:
   • Application form
   • Acknowledgement slip
   • Income and Assets declaration
3. Print all three documents

After Online Submission — Offline Stage

1. Print all three downloaded documents
2. Attach self-attested copies of supporting documents (identity proof, income proof, asset documents)
3. Visit your SDO office or BDO office
4. Submit the printed forms with supporting documents
5. Field verification may be conducted
6. Collect certificate once approved

Common Reasons for Rejection

• Any single asset or income figure exceeds the eligibility threshold
• Photo file is larger than 100 KB or not in .jpg format (most common upload error)
• Income declared is inconsistent with IT return filed
• Family member’s income or assets not declared — all family members must be included
• Present address does not cover the required 6-month residence period
• Referee details incomplete
