What is a Caste Certificate in West Bengal?
A Caste Certificate in West Bengal certifies your membership in a Scheduled Caste (SC), Scheduled Tribe (ST), or Other Backward Class (OBC) as recognised by the Government of West Bengal.

- If yes, provide their details โ this helps verify your caste lineage
9. Two Local Referees
- Provide the names and addresses of two local referees who can confirm your residence and community membership
- Referees should be local residents who know you personally
10. Migration History
- Declare if you have migrated from another state or district
Page II โ OBC Applicants Only
OBC applicants have an additional page to determine Non-Creamy Layer eligibility:
- Parental service details โ whether parent is in government service and their designation/pay grade
- Agricultural land holdings โ land owned by parents and minor children
- Parental income and wealth โ annual income from all sources
This information is used to check whether your family falls within the Non-Creamy Layer income threshold, which is required to avail OBC reservations.
Page III โ Documentation and Submission
1. Photograph

2. Supporting Document Details โ provide details for each of the following:
- Relationship proof โ document proving your relationship to a parent or relative whose caste is established
- Age verification โ birth certificate, school leaving certificate, or Aadhaar
- Photo ID โ EPIC, Aadhaar, or Passport
- Citizenship proof
- West Bengal residence proof โ document showing you are a WB resident
- Local residence proof โ document showing your current local address (last 6 months)
3. Voter ID Information
- Enter your Voter ID (EPIC) number and Assembly constituency details
4. Submit and Download Autogenerated Forms
- After submission, the portal generates application forms automatically
- Download and print these forms โ they are required for the offline verification stage
After Online Submission โ Offline Stage
Once you have submitted online and downloaded your autogenerated forms:
- Print the autogenerated forms
- Attach supporting documents โ self-attested copies of the documents you provided details for in Page III
- Visit your local office โ Sub-Division office (SDO) or Block office (BDO) depending on your area
- Submit the printed forms with supporting documents
- Field verification may be conducted โ a local official may visit to verify your residence and community
- Collect certificate once approved and notified
Common Reasons for Rejection or Delay
- Community name does not exactly match the WB SC/ST/OBC official schedule
- Referee details are incomplete or referees are unavailable for verification
- Residence proof does not cover the required 6-month period
- Relationship proof is missing or insufficient to establish caste lineage
- OBC applicants: income/wealth details on Page II are incomplete
