What is a Local Residence (Domicile) Certificate in West Bengal?

A Local Residence (Domicile) Certificate is an official document issued by the Government of West Bengal that certifies you are a permanent resident of the state. It is applied for through the WB eDistrict 2.0 portal.

  3. Applicant must have a valid Government Issued Photo ID Proof

Note: Birth Certificate has a higher size limit (200 KB) compared to other documents (150 KB).


How to Apply Online — WB eDistrict 2.0

Step 1: Register or Log In

  1. Go to edistrict.wb.gov.in and click REGISTER (new users) or LOGIN (existing users)
  2. Registration requires: Name, Email, Mobile Number, Date of Birth → set Username + Password → verify OTP

Step 2: Find the Service

  1. Click SERVICES from the top navigation
  2. On the Service Discovery screen, select the Certificates tab
  3. Click Local Residence (Domicile) Certificate from the list
  4. A screen shows:
    • Eligibility: Resident of WB, 18+, valid Govt Photo ID
    • Documents: Address Proof, Residential Proof, Age Proof, Student Proof (Institution ID)
    • Payment: General ₹100 / Senior Citizen ₹60 / Students ₹50
  5. Click ACCEPT to proceed

Step 3: Fill the Application Form

The application has 4 sections. Complete each and click Save & Next.


Section 1 — Applicant’s Basic Information (1/4)

Click Save & Next — a green “Success” confirmation appears.


Section 2 — Present Address of Applicant (2/4)

Click Save & Next.


Section 3 — Applicant Place of Birth (3/4)

Click Save & Next.


Section 4 — Particulars of Stay in Last 15 Years

This section is unique to the Domicile Certificate. You must declare all places you have lived, sequentially, covering the last 15 years.

This section establishes your long-term residence in West Bengal and is verified by the issuing officer.


Step 4: Upload Supporting Documents

  1. Click the Supporting Document button (left sidebar)
  2. Upload each document by clicking Attach File(s):
    • Residential Proof → Aadhaar Card (max 150 KB)
    • Identity Proof → PAN Card (max 150 KB)
    • Photograph (max 150 KB, jpg/jpeg/png only)
    • Other Relevant Documents → Income Proof (max 150 KB)
    • Proof of Birth → Birth Certificate (max 200 KB)
  3. Check the “I accept” declaration
  4. Click Save — a green “Attachment(s) saved successfully” message confirms

Step 5: Submit

  1. Click Preview to review your full application
  2. Click Submit — the portal checks for mandatory attachments and warns if any are missing
  3. On success, an Application Summary screen shows your AIN (Application Identification Number)
  4. Click Downloads to download the acknowledgement
  5. Click Close to go to the Dashboard

How to Track Your Application

  1. Log in to edistrict.wb.gov.in
  2. Your Dashboard shows status counts: Pending Action | Draft | Submitted | Approved | Rejected
  3. Enter your AIN in the Search box to find your application
  4. Click the Track Case Status icon to see real-time processing status and actor remarks

If your application is Sent Back:

  1. Search by AIN — status will show “Send Back”
  2. Click SendBack Remarks to read the officer’s reason
  3. Click Edit Case, make corrections, and resubmit

Downloading Your Certificate

  1. Log in and find your approved application on the Dashboard
  2. Click the Download Certificate icon under Actions
  3. A Certificate List screen appears — click the download icon
